This Step 4 Settlement Agreement involved denial of a request for advance sick leave. After further review of this matter, the parties mutually agreed that the question raised requires application of ELM 513.51 to the fact circumstances rather than an interpretation. Accordingly, it was further agreed that the cases were to be remanded to the parties at Step 3 for further processing, if necessary.
