This grievance involves a District Employee Development Program dated December 4, 1984. During our discussion, we agreed that training programs, promotional opportunities, upward mobility programs, and counseling programs are open to all qualified employees. Accordingly, we agreed to remand this case to the parties at Step 3 to ensure compliance at the Frankfort office with the above.
