The issue in this grievance is whether local management violated Article 19 of the National Agreement, specifically the Employee and Labor Relations Manual, Part 432.34, by not providing employees with a meal period after six (6) continuous hours of work. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented as to the meaning and intent of Article 19 of the National Agreement. Whether or not management properly provided employees with a meal or rest period after six (6) continuous hours can only be determined by evaluating the fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary. This document contains two Article 19 related issues; a Clerk Craft Step 4 Agreement on Page 1 and a Maintenance Craft Step 4 Agreement on Page 2.
