The issues in this grievance involve whether Section 535.261 of the Administrative Support Manual regarding "Subcontracting Cleaning Services," prohibits subcontracting cleaning services in a newly constructed facility and whether Item C prohibits continuation of cleaning service contracts in existence at the time the ASM language was negotiated. The parties agree that the resolution set forth below does not preclude the Postal Service from exercising its' rights pursuant to Article 19 to change the Administrative Support Manual, as set forth in the Memorandum of Understanding, at the expiration of the 1987 National Agreement. It was mutually agreed in full and complete settlement of this case as follows: 1. The September 13, 1988, memorandum entitled "Subcontracting Custodial Cleaning Services" is rescinded. 2. Where newly constructed facilities have contracted custodial cleaning services over 24 hours pursuant to the September 13, 1988, memorandum, local management will cancel those contracts in accordance with contract cancellation terms and staff the facilities with bargaining unit employees. 3. Cleaning service contracts in existence prior to July 21, 1987, as well as contracts less than 24 hours, will continue and can be renewed when those contracts expire. The union will not object to such renewal.
