This Step 4 Settlement Agreement addresses whether the simplified typing requirement is needed for the said position. After reviewing this matter, the parties mutually agreed that this is a local dispute suitable for regional determination by application of Postal Bulletin 21462 dated June 4, 1984 to the fact circumstances. The parties at this level agreed that the incidental typing test (713) requires applicants to demonstrate the ability to type 30 words per minute for 5 minutes with no more than 2 errors while the simplified typing test (714) requires applicants to demonstrate the ability to type 30 correct lines within 10 minutes. Accordingly, the parties agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary.
