This Step 4 Settlement Agreement involved whether a particular on-the-job training instructor was properly trained and certified. After reviewing this matter, the parties mutually agreed that this was a local dispute suitable for regional determination by application of Management Instruction EL-730-80-11, dated December 15, 1980 to the fact circumstances. The parties at this level agreed that the PEDC is responsible for training and certification of OJT instructors by using Course 2150 5-001,.
