This Step 4 Settlement Agreement involved whether local management violated the National Agreement by not using seniority when assigning pool and relief clerks to temporary vacancies. After further review of the matter, the parties mutually agreed that there was no National interpretive issue fairly presented as to the meaning and intent of Articles 37 and 30 of the National Agreement. The assignment of pool and relief clerks is done in accordance with the March 3, 1975 Memorandum of Understanding, and Article 37 of the National Agreement. The facts, as presented in their respective files, indicated a purely local dispute over the application of the above-cited contractual language, the Local Memorandum of Understanding and local past practice.
