Step 4 Settlement Agreement: Article 37.4; Posting, Bidding, and Application (1984)

This Step 4 Settlement Agreement is where the parties mutually agreed that staffing of the multi-position flat sorting machine would be determined by the FSM 775 Flat Sorter Machine Guidelines. This handbook was presently being published by the Postal Service, and would allow for flexibility in personnel management on the MPFSM as determined by mail volumes, both available and anticipated, and the sort plan. Therefore, all grievances concerning staffing on MPFSMs were considered noninterpretive and had to be processed at the lower levels based upon fact circumstances.
