The issue in this grievance is whether management is required to provide sixty (60) days of training for the MPFSM.  After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 4 of the National Agreement.  This is a local dispute over the application of Article 4, Section 3 of the National Agreement.  We agree that management is not required to provide a full sixty (60) days of training for the MPFSM.  This case should be settled at the regional level by the parties recognizing the training program established for the MPFSM.  Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
