The question raised in this grievance involved whether the 010 and 020 operations can be worked by the clerk craft. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. Whether employees are being correctly assigned to perform certain functions is dependent on factual circumstances and, therefore, is a matter for regional determination. Accordingly, as we further agreed, this case is hereby remanded to the parties at step 3 for further processing if necessary.
