The question in this grievance involves entitlement to a two (2) hour guarantee. This part-time flexible carrier was originally scheduled for a four hour tour in order to complete 40 hours. Due to unforeseen circumstances, he was directed to clock out after approximately one and one-half hours, swing for one hour and report back for approximately two and one-half hours. lt was mutually agreed that the following would represent a full settlement of this case:
Under the circumstances described, this employee is entitled to a two (2) hour guarantee for his initial tour of duty. Upon receipt of this decision, the postmaster will process this claim at the applicable rate of pay.
