The issue in this grievance is whether PTRs (Part-time Regulars) are covered by the 8 within 8, 9, 19 provisions of the National Agreement. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination by application of Article 8.2 to the particular fact circumstances. There is no dispute between the parties at this level that Article 8.2.C does not apply to part-time employees.
