The issue in this grievance is whether management violated the National Agreement when a union steward was denied permission to investigate a grievance after the grievance was appealed to Step 3. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. It is not required that investigation of a grievance be completed before a grievance may be appealed to another step of the grievance procedure. Management is not obligated to compensate a second steward or union official for time spent reinvestigating a grievance already investigated by another steward or union official. ' Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
