The issue in this grievance is whether employees who are not on the Overtime Desired List should begin a new rotation quarterly as employees on the list do. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Article 8, Section 5, specifies quarters, therefore, the parties at this level agreed that a new rotation should begin with the start of each quarter for those carriers not on the Overtime Desired List. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing if necessary.
