This USPS Step 4 Decision outlines Management's position on whether local management violated Article 1.6 of the National Agreement.  The Union contended that the Express Mail Coordinator performed bargaining unit work in violation of Article 1.6 of the National Agreement when it alleged that management worked for two hours updating PS Form 5637s.  The Union considered this work routine, and consequently, bargaining unit work.  The Postal Service found that the Union failed to prove a contractual violation, and introduced no proof that this work exclusively belongs to the bargaining unit.  To the contrary, the Postal Service contended that the duties described by the Union are contained within the position description of the Express Mail Coordinator, and where not directly on point, Arbitrator Snow's National Award AC-N-6922 was instructive.
