The issue in this grievance is whether management violated Article 1.6 of the National Agreement.  The union contends that the Accounting Assistant, EAS-14 performed bargaining unit work while the Accounting Technician, Level 6 was on vacation.  The following represents the decision of the Postal Service on the particular fact circumstances involved.  The union failed to show a violation of the National Agreement.  Although the grievance file does not reflect what specific duties the union contends are bargaining unit work, the position description of the Accounting assistant, EAS-14 contains duties which require the daily review, summarization and preparation of financial statements, deposits, and other transactions within the finance unit.  There was no showing made by the Union that the duties performed by the supervisor belong exclusively to bargaining unit employees.  Where the Snow Award in case AC-N-6922 does not directly apply, it is instructive.  To the extent this grievance concerns an Accounting Technician position, it is related to other grievances that have been denied at the national level such as:  H1C-4J-C 33632, H4C-4K-C 9054, and H1C-SK-C 31428.
