The question in this grievance is whether management violated Article 15 of the National Agreement by resolving grievances at Step 1 exclusive of the union. In this case, the supervisor discussed and settled grievances with two employees who bad been issued letters of warning. The union contends that the supervisor should be instructed to cease individual bargaining with employees. It is the position of the Postal Service that a contractual violation did not occur in this case. Article 15 permits a supervisor and an employee to discuss and resolve disputes under the circumstances described in this case. Accordingly, we find no contractual violation and the grievance is denied.
