The issue in this grievance is whether local management violates the National Agreement by keeping a log of steward grievance time. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. However, inasmuch as the union did not agree, the following represents the decision of the Postal Service on the particular fact circumstances involved. A review of the grievance file disclosed no contractual violation. The log in question is an internal management tool. No evidence has been presented to establish that use of the log has violated any employee rights. Accordingly, the grievance is denied.
