The issue in this grievance is whether management is proper in requiring the disputed documentation for Sick Leave. The facts in this case indicate that the local union is challenging the right of local management to require medical documentation from employees not on the restricted sick leave list. The national union contends that local management is improperly requesting documentation from all-employees who call in requesting Sick or Emergency Annual Leave. It is the position of the Postal Service that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case.
