The question in this grievance is whether management violated Article 13 of the National Agreement by not providing an equal amount of letter carrier positions to clerks after reemployment of former letter carriers under the rehabilitation Program. It is our position that the affected employees were reemployed pursuant to, the Employee and Labor Relations Manual, Part 546.7. Further, Article 13, Section 5, has no force or effect regarding positions filled pursuant to the Rehabilitation Program. Based on the foregoing considerations, this grievance is denied.
