This USPS Step 4 Denial outlines Postal Service's position on whether management violated Article 19 of the National Agreement by denying medical information to a union steward. It was their position that the question raised required application of ASM 353.325a rather than an interpretation. According to information in the grievance file, management denied a third party request for medical information from the union because the steward did not have a signed statement of permission to obtain the information from the employee about whom the information was requested. They determined that management's action were in accordance with the ASM 353, and denied the grievance.
