The question in this grievance is whether or not management violated Article XXV of the National Agreement by not compensating Automated Markup Clerks at a higher level when they distribute, pouch and dispatch "no order" mail.  The Union contends that those duties are described in Level 5 General Expediter and Distribution, Window and Markup Clerk job descriptions.  After carefully considering all available information, it is our opinion that the duties described in the grievance are clearly covered in the position description for Level 4 Automated Markup Clerks which states, in part, that they "manually distribute processed mark-ups to appropriate separations for further handling."  Additionally, in our opinion, the task of pouching and returning processed markup mail to the delivery unit is considered to be an integral part of the Computerized Forwarding System function.  Therefore, the payment of higher level pay is not justified.  Accordingly, as we find no violation of the National Agreement, this grievance is denied.
