This USPS Step 4 Denial outlines Management's position on whether or not management violates Article 37 of the National Agreement by not providing a replacement for the Window Services Technician when he is giving training to new window clerks. It was the position of the Postal Service that neither the National Agreement nor the Standard Training Program for new window clerks require replacement of the Window Technician when he is training other clerks. Further, it was their position that this is a part of the technician's normal duties as required by his position description, and denied the grievance.
