In this grievance, the union contended that when an employee makes multiple bids and indicates preferences on Form 1717, this also indicates his/her wish to remain live on other bids and satisfies the requirement of article 37.3.F.8. It was the position of the Postal Service that indicating preference in assignments on Form 1717 does not satisfy the requirement of article 37.3.F.8 to notify management in writing of an election to remain a bidder on other assignments. Accordingly, the Postal Service found no contractual violation and the grievance was denied.
