The question in this grievance is whether or not management violates Article VII of the National Agreement when a Fireman-Laborer performs duties such as facing, traying and canceling mail.  He also hangs sacks. It is our position that work in different crafts may be established as a full-time assignment pursuant to Article VII, Section 2A of the National Agreement.  It is not proper to regularly assign the above duties to the Fireman-Laborer position under the circumstances described here.  When the work described above is normally performed by clerks in this office, it may only be assigned to the Fireman-Laborer in an emergency or pursuant to Article VII, Section 2C of the National Agreement.  When the work is normally performed by Mail Handlers ini this local office, it may be assigned to the Fireman-Laborer in an emergency or pursuant to Article VII, Section B and C of the National Agreement.  We consider this grievance closed.
