The question in this grievance is whether or not management violated Article VIII and XIX of the National Agreement by revising An employee's schedule in advance, as per the F-21 Handbook, Part 233.13, and limiting him/her to 8 hours. In our opinion, the issue in this grievance does not fairly present an interpretive issue. Part 233 ot the F-21 Handbook is clear and unambiguous. Management may revise an employee's work schedule on a Wednesday preceding the workweek involved and limit him/her to eight (8) hours for the service day. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
