In the instant case the grievant, a Union Steward at the Jacksonville Beach Branch, requested permission to be allowed to travel to the General Mail Facility in Jacksonville, FL to review the files he felt relevant to the investigation and/or processing of a grievance. Local management advised the steward to indicate the materials or files he considered pertinent to the processing of the grievance and arrangements would be made to have the material forwarded to the Jacksonville Beach Branch for his review. The Union steward did not make such a request but travelled to the General Mail Facility on his own time and later requested two hours pay at the overtime rate. From the limited information provided, it appeared that the question in this grievance is whether management may provide requested information for the steward's review at his or her work location, or whether management must release the Union Steward for the purpose of travel to a central facility to review the requested information. After further review of this matter, we mutually agreed that no National interpretive issue is fairly presented in the particulars evidenced in this case as management has indicated they would have made all relevant files and information available at the steward's station if he had made such a request. The provisions of Article XVII do not provide for steward payment under the circumstances described.
