One-Time Voluntary Transfer Opportunity for Part-Time Flexible Employees Begins September 1
In compliance with the Memorandum of Understanding (MOU), “Re: PTF One-Time Voluntary Reassignment Opportunity,” the Postal Service will provide a list of available full-time residual duty assignments for Part-Time Flexible (PTF) clerks to select within their own district. This applies to PTF clerks who were on the rolls as of Sept. 21, 2024, and who have completed their probationary period in installations with less than 100 career clerk craft employees. The Postal Service will include these residual duty assignments on eReassign for the September 2025 posting and will list the assignments by District.
The full-time residual duty assignments are from installations with 100 or more clerk craft employees after application of Item 4 of the MOU, “Re: Residual Vacancies-Clerk Craft.” The Postal Service will provide a cross-reference list from the September 2025 eReassign posting to the APWU Clerk Division no later than next Friday, Sept. 5. Once furnished, we will post the list on the Clerk Division page of apwu.org as a link for easier access. Interested PTFs should keep in mind that since the USPS reorganization, some districts have increased substantially in geographical dimension. All relocation costs are the responsibility of the PTF accepting reassignment to an applicable residual duty assignment. PTFs will have until the September regular eReassign posting closes at 11:00 p.m. CST on Sept. 21.
The MOU states, “the parties recognize that it is in the interest of both the Employer and the Union to provide PTF Clerk Craft employees in installations with less than 100 Clerk Craft employees the opportunity to convert to full-time status.” The MOU also explains, “a PTF Clerk Craft employees seeking to voluntarily reassign pursuant to this Agreement must have an acceptable work, attendance, and safety record and meet the minimum qualifications for all Clerk Craft residual vacancies to which they request voluntary reassignment.”
If a PTF selects a residual vacancy that requires qualifications (scheme, window, etc.), they must qualify in their current installation prior to being reassigned. Upon qualifying, the Postal Service will complete the placement no later than the first day of the third pay period following selection/qualification of the employee. A PTF clerk craft employee who fails to qualify will remain in their current installation as a PTF clerk craft employee.
