Postal Service Health Benefits Program - New Fact Sheets Released

The Postal Service Reform Act (PSRA) (signed into law on April 6, 2022) mandated the creation of a new Postal Service Health Benefits (PSHB) Program. PSHB is a new, separate program within the Federal Employees Health Benefits Program and will be administered by the Office of Personnel Management (OPM). Coverage under the PSHB Program will be effective January 1, 2025. The Postal Service Reform Act will have no effect on the 2023 Open Season.

The APWU has been working diligently with the USPS, the other postal unions, and OPM to ensure a smooth implementation of the PSHB Program. As a result of our combined efforts, two fact sheets have been developed to highlight the new program and answer questions for both active postal workers as well as annuitants.

APWU is committed to ensuring that APWU members (active and retired) have the resources they need leading up to the January 1, 2025 start date of the new program. As more information and educational items are released, we will be posting and distributing that information.
