Pay Information for Employees Covered by the National Postal Professional Nurses Agreement
Based on the release of the June 2024 Employment Cost Index, effective August 24, 2024 (PP19-2024), Postal Nurses in each step will receive a 4.1% increase.
Under the 2023-2029 NPPN Collective Bargaining Agreement, the nurses have received the following increases based on the change of the Employment Cost Index (ECI) from Quarter 2 for each relevant year.

The next opportunity for a general increase under the2023-2029 NPPN CBA will be determined following the release of the Employment Cost Index for June 2025.
Four additional increases are scheduled under the 2023 -2029 NPPN CBA:
- Effective the second full pay period after the release of the June 2025 ECI, any upward percent change in the 2nd Quarter 2025 over the 2nd Quarter 2024 ECI.
- Effective the second full pay period after the release of the June 2026 ECI, any upward percent change in the 2nd Quarter 2026 over the 2nd Quarter 2025 ECI.
- Effective the second full pay period after the release of the June 2027 ECI, any upward percent change in the 2nd Quarter 2027 over the 2nd Quarter 2026 ECI.
- Effective the second full pay period after the release of the June 2028 ECI, any upward percent change in the 2nd Quarter 2028 over the 2nd Quarter 2027 ECI, plus an additional 0.5%.
For purposes of calculating percentage increases, the NPPN CBA uses the Employment Cost Index (ECI) for wages and salaries for private industry workers, not seasonally adjusted, December 2005 [Q4] = 100. Any increase is effective at the beginning of the second full pay period following the release of Q2 data. The usual release date is the last workday in July. If for any reason the Bureau of Labor Statistics delays the release beyond the usual date, the effective date of any raise could also be delayed.
