About the Clerk Division
The Clerk Division is the largest division of the American Postal Workers Union. We proudly represent approximately 150,000 postal clerks in post offices large and small across the country. Clerks occupy more than 170 different position descriptions and can be found performing work at retail windows, mail processing, call centers, bulk mail entry, sales retention, and administrative office environments to name the most common.

Questions and Answers re: 2021-2024 National Agreement - PTFs, PSEs, NTFTs dated 6/8/2022
On June 8, 2022, the parties signed a set of Q&As that further explains the parties’ intent regarding certain contractual provisions of the 2021-2024 Collective Bargaining Agreement (CBA). The Q&As clarify issues such as PSEs in Level 4 RMPOs receiving opportunities for promotion to career under the 24-month automatic conversion language, PTFs’ 4-hour (daily) and 24-hour (pay period) work guarantees, and Non-Traditional Full-Time (NTFT) assignments, among other issues.

Canvass Process for PTFs and PSEs Made Easier in eReassign
Step 7 and Section B.2 of the MOU, Re: Residual Vacancies – Clerk Craft, for residual vacancies and PTF vacancies will now be available on eReassign, effective February 1, 2022. Once implemented, PTFs and PSEs will have access to the canvassing process in eReassign. The APWU and Postal Service jointly shared the news of this improvement on January 27, 2022 by sending out separate notifications to their respective representatives.
Bulk Mail Tech and Mailing Requirements Clerk MOU Extended Again
The original April 3, 2020 MOU, Re: Bulk Mail Tech and Mailing Requirements Clerk Position Qualification, was extended by the parties on February 9, 2022. This latest extension will expire on April 8, 2022 unless agreed upon by the parties to continue it further. Click here to view the MOU.

On October 1, 2021, Clerk Craft Director Lamont Brooks signed another extension with the Postal Service of the original April 3, 2020 Memorandum of Understanding (MOU), Re: Bulk Mail Tech and Mailing Requirements Clerk (MRC) Position Qualification.
Second Round of Payments for POStPlan Staffing Violations
Payments Set to Begin on April 30, 2021
On April 26, 2021, the Postal Service informed the Clerk Craft that it had partially input the second round of payments required by the national-level award, dated June 17, 2017 authored by Arbitrator Stephen B. Goldberg in Case #Q10C-4Q-C-15206043. The arbitrator’s award was due to the Postal Service’s failure to honor a December 22, 2014 agreement between the parties surrounding the POStPlan Staffing for Remotely Managed Post Offices (RMPOs) and Level 18 post offices.
Remaining Level 6 Mailing Requirements Clerks Upgraded to Level 7
APWU Clerk Craft Director Lamont Brooks signed a Memorandum of Understanding (MOU) with the Postal Service that upgraded the known remaining Level 6 Mailing Requirements Clerks (MRC) to Level 7. The MOU, dated April 20, 2021, identified four (4) Level 6 MRC duty assignments by Job Identification number – one in Charleston, SC, one in Fort Worth, TX, and two in Houston, TX – that were entitled to be upgraded to Level 7.

Extension with the Postal Service of the April 3, 2020 Memorandum of Understanding (MOU), Re: Bulk Mail Tech and Mailing Requirements Clerk (MRC) Position Qualification
On March 23, 2021, Clerk Craft Director Lamont Brooks signed an extension with the Postal Service of the April 3, 2020 Memorandum of Understanding (MOU), Re: Bulk Mail Tech and Mailing Requirements Clerk (MRC) Position Qualification. This MOU was agreed to by the parties in 2020 due to the COVID-19 pandemic in order to ensure that employees pending qualification for Bulk Mail Tech or Mailing Requirements Clerk duty assignments would be provided a realistic opportunity to pass the required training.
The extension is through June 4, 2021, unless otherwise agreed to by the parties. Click here to view the extension.
