The issue in this grievance is whether the supervisors performed bargaining unit work in violation of Article 1.6 of the National Agreement when they conducted a controlled disposal of mail damaged in a mail truck fire. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, and application of National Award AC-N-6922 to the fact circumstances. This document contains two Article 1.6 related issues; a USPS Position Letter on Supervisors performing Special Delivery on Page 1, and a Step 4 Agreement on Supervisors disposing of mail damaged in a mail truck fire on Page 2.
