The grievance concerns whether mail processing employees may be allowed to clear simple malfunctions of the towline loop spurs, merge points and switch points. Primarily, the union expresses a concern for the safety of these employees in that they may not be properly trained and qualified to perform this function.  We mutually agreed that this grievance did not fairly present an interpretive question.  Appropriate application of the guidelines of Article 14 should effectively alleviate any concerns.  Accordingly, the grievance is remanded to Step 3 for regional consideration.  This document contains two Article 14 related issues; a Step 4 Agreement on Page 1 and a Step 4 Agreement on Page 2.
