The grievant failed the typing test which was administered 10 days after the awarding of the assignment, and the duty assignment was then awarded to a junior bidder, who successfully passed the typing test. While the union contended that the grievant should have been allowed the full 90-day scheme deferment to qualify on the typing requirement; it was the position of the Postal Service that typing constitutes "a specific skill where the employee must be immediately qualified." It was their opion, that in accordance with Article 37, Section 3.F.5., the grievant was given an opportunity to demonstrate his typing skills.
