BLS published the November 2025 Consumer Price Index (CPI) under a revised schedule on Thursday, December 18, 2025, at 8:30 A.M. Eastern Time. The CPI release for October 2025 was cancelled due to a lapse in appropriations, preventing the U.S. Bureau of Labor Statistics (BLS) from collecting October 2025 reference period survey data.
In November, the second month of the six-month adjustment period for the fourth COLA under the 2024 HRSSC Agreement, the CPI-W Unadjusted Index (1967=100) decreased from the September 2025 index level upon which employees received the last COLA, to 945.479.
If the adjustment was made based on the November 2025 Index, the adjustment would be:

However, the fourth COLA under the 2024 HRSSC Agreement will be based on the March 2026 Index, and would be effective May 02, 2026 (pay period 11-2026, pay date May 22, 2026).
