This Step 4 Settlement Agreement addresses whether an employee’s EEO representative is entitled to compensation if the counseling meeting is held outside the representative’s regular working hours.  During the discussion, the parties mutually agreed that the following would represent a full settlement of this case:  The Employer will allow the complainant and his/her representative reasonable time to meet with an EEO counselor so long as the meeting is held within the employees’ regular working hours.  Payment is made on a no loss-no gain basis.
