Step 4 Settlement Agreement: Article 14; Safety and Health (1986)

The issue in this grievance is whether management violated the National Agreement by prohibiting smoking at single position letter sorting machines.  After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in.this case.  We agreed that local policy on smoking is not a matter that requires national interpretation.  Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
