This National Level Pre-Arbitration Settlement Agreement addresses whether the Postal Service violated Article 8 by not compensating employees for time spent outside of their regular work schedules while being interviewed for placement on a promotion eligibility register. It was mutually agreed to by the parties that any interviews conducted in regard to promotional opportunities are to be on a no gain-no loss basis, and that Management will not intentionally schedule interviews in order to avoid any payment applicable under the no gain-no loss principle.
