The issue in this case is whether the grievant was improperly placed off duty because of physical limitations. After further review of this matter, we agreed that there was no national interpretive issue fairly presented in this case. We also agreed that whether the action taken was proper is a matter suitable for regional determination. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
