The issue in this grievance is whether management violated the National Agreement when establishing smaller safety groups at the Fort Myers, Florida office. During our discussion, we mutually agreed that both the parties are bound by the provisions of Article 14, Section 4, which states, "...There shall be equal representation on the committee between the unions and management. The representation on the Committee to be specifically determined by ihe Employer and the Unions shall include one person from each of the Unions and appropriate management representatives." This section leaves no provision for any exceptions. This document contains two unrelated issues; a Step 4 Agreement on Page 1, and a Step 4 Agreement on Page 2.
