The issue in this grievance is whether grievant is entitled to prescription safety glasses. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Reference is made to Management Instruction EL-820-80-4, dated March 11, 1984, Part II., Policy, which addresses the procurement of prescription safety glasses. Therefore, whether or not the grievant's duties require prescription safety glasses is a matter for regional determination. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary.
