The issue in this grievance is whether management is obligated to advise an employee, in writing, of his right to file a grievance under Article 15 when he is restricted from duty for medical reasons. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination by application of Article 15, Sections 1 and 2 of the National Agreement. Management has no obligation to provide written notification to the employee in this instance, regarding his right to file a grievance pursuant to Article 15. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration, if necessary.
