This Step 4 Settlement Agreement involved an allegation that management at the Tampa, Florida Post Office established a blanket policy requiring all motor vehicle service employees to submit medical certification to support each request for sick leave. The parties agreed to resolve this grievance based on their mutual understanding that while the ELM provides management officials with the right to require sick leave certification, there is no provision for establishing a blanket policy which requires all employees, regardless of the circumstances, to submit medical certification for each instance of sick leave usage.
