The issue in this grievance is whether level-5 flat sorter operators who are paid level-6 when running the secondary scheme should receive level-6 pay for all hours worked. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that this issue is suitable for regional determination based upon the particular fact circumstances of the case and application of E&LR manual, Section 234. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
