This Step 4 Settlement Agreement addresses whether management was properly assigning junior employees to key mail on the LSM instead of senior bidders, for the purpose of maintaining the scheme proficiency of the junior employees.  During the discussion, it as mutually agreed that in accordance with Article 37, Section 3, F.12, "Normally, the successful bidder shall work the duty assignment as posted and shall not be displaced by a junior employee.  However, junior employees may occasionally be placed in the assignment in order to maintain scheme proficiency as required by Handbook M-5, Part 511. This document contains two related issues.  A Step 4 Agreement on Page 1, and a Step 4 Agreement on Page 2.
