This Step 4 Settlement Agreement involved the use of a part-time flexible employee as a lunch replacement when a full-time regular employee who had a relief bid assignment was available. Whether or not conditions were normal and the full-time regular's rights under Article 37.3.F.12 were violated could have only been determined by evaluating the fact circumstances involved.
