This Step 4 Settlement Agreement involved the posting of a Bulk Mail Technician position at the Austin, Texas, Post Office. The union contended that an elements questionnaire should not have been required for bidding on an assignment which is to be filled on a senior qualified basis. They further contended that typing should not have been included as a requirement for this assignment. The parties mutually agreed that the elements questionnaire should not have been required under the circumstances described in this grievance, and that employees should be required to submit only that information which is required on PS Form 1717 when indicating a desire to be considered for duty assignments which are filled on a senior qualified basis. We further agreed that there was no interpretive dispute between the parties at the national level as to the meaning and intent of the 1981 National Agreement, as it relates to requiring typing as part of a duty assignment. Article 37, Section 3.F.6. states that "where incidental typing is required as part of a duty assignment, such requirement must be reasonably related to the efficient performance of the responsibilities of the job." It was understood that where a typing requirement is contractually proper a senior bidder may be required to demonstrate his/her skill by passing an appropriate typing test, if he/she is not already on a typing register.
