This Step 4 Settlement Agreement addresses whether management has a contractual obligation to grant an employee a change of schedule to take an inservice examination. During the discussion, the parties mutually agreed there was no contractual obligation to change schedules under these circumstances. They further agreed that employees may submit a PS Form 3189 requesting a change of schedule, however, whether or not such requests are granted is at management's discretion.
