The issue in this grievance is whether the grievant is entitled to be present when the supervisor renders a decision on a Step 1 grievance. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We further agreed that the grievant has a right to be present when the Step 1 grievance decision is rendered. In addition, the supervisor should state the reasons for the decision in accordance with Article 15, Section 2.(c), of the National Agreement. The parties at Step 3 are to apply the above-referenced understanding to the specific fact circumstances involved in this case to resolve the issue. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing.
