These two USPS Step 4 Denials outline Management's position on whether the use of computers in the Postal Service is exclusive bargaining-unit work of the clerk craft.  It was the position of the Postal Service that continued technological advances in computer systems had provided a valuable tool for use at all levels of the organization.  Work, both supervisory and bargaining-unit, previously performed using pencil and paper, was now completed more rapidly and efficiently with the computer.  The Postal Service determined that though certain work assignments which are best performed through the use of the computer may be made to bargaining-unit employees, the use of the computer itself is not restricted to any specific employee group, and supervisors and managers can use computers to accomplish management tasks and functions without constituting a violation of the National Agreement.
